Justin Fulcher Tech Entrepreneur Turned Defense Modernization Advisor

Not many people who start telemedicine companies end up advising on Pentagon procurement. Justin Fulcher did. His career path cuts across the usual boundaries between private-sector technology entrepreneurship and public-sector institutional reform and the common thread running through both is a focus on building systems that hold up over time.

RingMD and the Telemedicine Gap in Asia

Fulcher co-founded RingMD in 2013 when he was 21, targeting a problem visible across much of Asia: mobile connectivity had spread widely, but access to basic healthcare remained uneven. The platform allowed patients to consult with physicians remotely, and the company eventually operated across multiple countries. The technical work was complicated by inconsistent internet infrastructure and the patchwork of regulatory environments across different jurisdictions. But the motivation was straightforward. As Fulcher put it in 2020: “Healthcare is one of those things that affects everybody. Without the basic, fundamental healthcare access, it handicaps many parts of the world.” Forbes Asia named him to its 30 Under 30 list in the Healthcare and Science category in 2017. He has since moved to an advisory and shareholder role at RingMD without day-to-day operational involvement.

Bringing Tech Thinking to Defense Acquisition

Justin Fulcher’s government chapter began in early 2025 with an appointment as Senior Advisor to the Secretary of Defense. The work focused on defense acquisition reform and the adoption of new technology inside a department historically resistant to both. Justin Fulcher’s contributions helped bring software procurement timelines from years down to months and supported updates to major IT systems. He also joined officials on international diplomatic engagements in the Indo-Pacific. Academically, Fulcher earned a Master’s in Nonproliferation and Terrorism Studies from the Middlebury Institute in 2023 and is currently working toward a doctorate at Johns Hopkins University’s School of Advanced International Studies. His stated focus areas include defense technology innovation and supply chain resilience for critical materials, including rare-earth elements a subject that intersects both his government experience and his broader research interests.
